Foundation Story
The 43 Police Foundation takes its name from badge number 43 — a number that represents the identity, pride, and sacrifice of Newport Beach's police department. In 2025, a group of active-duty NBPD officers decided that the people protecting this city deserved more than a paycheck and a pat on the back.
They had seen colleagues injured without a financial safety net. They had watched families struggle while an officer recovered. They had funded equipment out of their own pockets because the department budget couldn't cover everything that mattered. And they decided to do something about it.

The 43 Foundation was incorporated in 2025 as a 501(c)(3) nonprofit, led by active and retired NBPD officers, community leaders, and Newport Beach residents who believe in the people who serve them.
Why We Were Created
Every day, Newport Beach PD officers face challenges the city budget simply can't address. The 43 Foundation was created to fill exactly those gaps — not someday, but now.

When an officer is injured in the line of duty, the city provides some support — but it rarely covers the full picture. Mortgage payments, childcare, medical co-pays, and daily expenses fall through the cracks. We close that gap within 48 hours.

Body cameras, tactical vests, training tools, and wellness resources — all essential, all chronically underfunded. Officers were contributing out of pocket. We changed that by building a funding vehicle the community could believe in.

Newport Beach residents consistently expressed their support for NBPD but had no trusted, transparent channel to act on it. The 43 Foundation gives the community a direct, accountable way to stand behind the officers who protect them.

History & Milestones
From an idea on a shift change to a fully operational 501(c)(3) serving Newport Beach — this is how it happened.
Early 2025 — The Idea
Frustrated by watching colleagues struggle after line-of-duty incidents with no formal support system, three active-duty NBPD officers begin exploring the formation of a dedicated foundation. Initial conversations include department leadership, city officials, and legal counsel.
March 2025 — Incorporation
The foundation receives its articles of incorporation and begins the 501(c)(3) application process. The founding board of 8 members is appointed, including active officers, retired department leadership, a Newport Beach city council member, and two community members.
May 2025 — First Response
Within weeks of launching, the 43 Foundation responds to its first emergency — Officer Martinez is injured in the line of duty. Within 24 hours, the foundation provides financial support covering mortgage, medical co-pays, and childcare for three months. This becomes the defining story of the foundation's first year.
June 2025 — 501(c)(3) Approved
The IRS approves the foundation's 501(c)(3) application, making all donations fully tax-deductible retroactively to the date of incorporation. The foundation launches its public website and donation platform the same week.
July 2025 — Coming Soon
The foundation's first major fundraising event — the Inaugural Gala at Newport Beach Marriott — will bring together 250 community members, department leadership, and major donors to celebrate year one and fund year two.

Our leadership team includes active-duty NBPD officers, retired department veterans, community volunteers, and Newport Beach residents who bring professional expertise in law, finance, events, and communications.

24-year NBPD veteran and founding officer of the 43 Foundation. Former patrol sergeant and shift commander. James initiated the foundation after witnessing three colleagues face financial hardship following line-of-duty injuries with limited departmental support.

The 43 Foundation is just getting started. Here are the goals that are driving our work through 2025, 2026, and beyond — and how your support makes them possible.

Our most important long-term goal is building a self-sustaining emergency fund large enough to respond to any NBPD officer or family crisis immediately — regardless of where we are in the fundraising cycle. A $500,000 endowment generates enough in annual returns to fund emergency deployments indefinitely.
Close the $24,000 gap in the equipment fund to provide every NBPD patrol officer with fully funded body cameras, tactical vests, and first aid kits.
Target: December 2025Partner with a licensed provider to offer ongoing confidential mental health support to all active-duty NBPD officers and their spouses — fully funded by the foundation.
Target: Q1 2026Grow the scholarship program from 3 annual awards to 10, ensuring that every NBPD officer's child who qualifies receives educational support from the foundation.
Target: 2026–2027Long-term vision to establish a physical presence in Newport Beach — a community resource center bridging NBPD officers and residents through programs, events, and services.
